Using the Check a Performance Counter task it's possible to test how long the system has been running since its last restart.

Restart Notification

The following task will cause a CAUTION to be posted immediately after the host system has been restarted. The alert condition (up time is less than one hour) combined with the task frequency (of one hour) mean this alert will automatically clear an hour after it is posted. To ensure the alert is acknowledged we can specify State remains set in the web reporting interface until manually cleared.

Check if the server has just been restarted.
